Fraude en de beheersing van frauderisico’s is en blijft een zeer actueel onderwerp. Zo is voor de RA’s dit jaar de training Frauderisicofactoren verplicht. IIA Global heeft aan fraude ook opnieuw aandacht besteed, met de Position Paper ‘Fraud and Internal Audit’, waarin de rol van de internal auditor nader wordt uitgewerkt.

Expliciet wordt aangegeven welke kennis van de internal auditor wordt verwacht en wat deze wel en niet zou moeten doen. "Organizations should have robust internal control procedures to limit the risk of fraud, and internal audit’s role is to assess these controls." De Position Paper geeft eigenlijk de uitgangspunten die ten grondslag liggen aan de eerder verschenen Practice Guide Engagement Planning, Assessing Fraud Risks.

"Consistent with The IIA’s International Standards for the Professional Practice of Internal Auditing on proficiency (1210.A2), internal auditors must have sufficient knowledge to evaluate the risk of fraud and the manner in which it is managed by the organization. 

Operationally, internal audit should have sufficient knowledge of fraud to:

  • Identify red flags indicating fraud may have been committed.
  • Understand the characteristics of fraud and the techniques used to commit fraud, and the various fraud schemes and scenarios.
  • Evaluate the indicators of fraud and decide whether further action is necessary or whether an investigation should be recommended.
  • Evaluate the effectiveness of controls to prevent or detect fraud.
